Does one choose their individuality? Meaning are they born with it needing to be expressed a certain way and they must spend their lives trying to express what is within, breaking through conditioning to get to the point of unconditional expression? And why is it that some people seem to be chameleons in a sense and that they change in every situation? Is it that they don’t know who they are and are trying to figure it out? Or are they just afraid of expressing? And will a person like this ever know who they are if they keep changing?

To answer your question about, ” Does one choose their individuality?”, I have to clarify what you mean by individuality.
Meaning A: It could for instance mean personality. Personality is what a master strives to lose during his or her evolution because it is a type of programming (either learned or inherited) that determines one’s responses to life and further impedes spontaneous response.
Meaning B: When I use the word in my answer, however, individuality means one’s perspective that is the result of the sum total of strong suits and flaws one is born with.
Meaning A is in no way predetermined but rather a learnt coping mechanism that helps one get on with others. Meaning B, however, is carefully selected in an individual’s pre-existence. Meaning B shapes the individual’s perspective of life unfolding so that the maximum learning and opportunities could be created to promote evolution.
i.e., One’s possible choices can be deduced by presenting a challenge and being able to see the individual’s possible response. Meaning A is not predetermined. Meaning B is nudged by perspective into possible responses to life’s challenges, but the individual is not coerced into specific outcomes.
