The meaning of the big letters:
“Let a shield of invisibility surround the population of the Inner Earth. Let the greedy eyes of power-mongers not find them. Never more shall the genetic tampering of the race of man be permitted to cause imbalance on the Outer or Inner Earth. May the pristine template of the human race be maintained by the root races of the Inner Earth.”
The small lettering means:
Thus sayeth the Creator Goddess: Those who are called upon to govern the lands of Uveria in the Inner Earth shall do so with integrity and pure intent. For here rests the genetic offspring of the Ancient Ones that shall through wholesomeness repopulate the Earth. If greed and the lust for power and wealth of resources overcome the leaders of these ancient lands, they shall be removed from positions of power and governance, and replaced with those who rule through inspiration and light and with compassion and the intent to support the peaceful habitation of the people.
