A Civilization Called Tartaria

Was there an Empire named Tartaria that existed, and if so why did it disappear? What role could it play in the future?

The Seer:
Yes, there was a civilization called Tartaria. The reason it didn’t last is because it consisted of many loose tribes that would come together to trade. Although there was some administration who called themselves Tartarians (such as the erection of buildings, having a unique architecture, and education system), it did not have sufficient governmental administration to organize the scattered members of its loose-knit society. After extreme weather dried up water sources and caused flooding in other areas, the loose-knit society disintegrated.
