The protocol can be done for all the children. It would not be as powerful as doing it for twenty children, but the daily repetition would strengthen its effects.
To fulfill your purpose of doing the light explosion protocol for all the people on Earth, it would be best to do the protocol for the planet herself. Because the smaller the group involved in receiving the luminous cocoon, the more potent the effects, I would recommend doing the light explosion protocol country by country or geographic regions one at a time.
